The Project consisted in developing an application allowing the dematerialized management of jobseekers’ CVs. The main axes of the application are easy access to information and communication with existing information systems (Alice, SCAM, GIDE, etc.).

Problematic
In January 2006, the ANPE of the Lyon Basin reorganized itself into sectoral professional teams for certain fields (e.g. health, hotels, catering, etc.) and into tertiary teams that intervene in sectors not covered by the sectoral teams.
One of the objectives of this reorganization is to place jobseekers in this “tertiary” sector in order to recover market share and reposition the agency as a major player in this buoyant segment, to the point where it is exploited mainly by other intermediaries in the job market.
One of the actions of this new strategy of the ANPE is to develop a reliable, shareable, searchable IT tool that allows users to quickly search for profiles:
- Either in order to satisfy job offers as quickly as possible
- Either as part of actions to promote skills and present applications (visits to companies, job week, job forums, newsletter, etc.)
The main objectives of the project were :
- Enable the registration of athletes and the publication of their analyses
- Manage doping control campaigns and results recording
Mission statement
Development of a web application including :
- An interface for managing job seekers’ files
- Interfaces for import/export of jobseekers’ CVs from/to other existing systems
- Multi-criteria search engines
Organization
For the realization of the project, 4 persons have been allocated :
- 1 project manager and functional manager
- 1 Architect and technical manager
- 2 development engineers
This contract was executed entirely with Tana Corp resources dedicated to the project.
Main characteristics of the client
Pôle Emploi (formerly ANPE) is a public establishment whose objective is to centralise job offers and applications and to manage resource centres to help jobseekers in their search for employment.

What were the most difficult features to implement?
The ANPE wanted to be able to easily update the forms for creating / modifying jobseekers’ files by a non-IT user. Given the impact of this constraint, particularly on advanced search, we developed a forms engine capable of interpreting form definition files (list of fields with their data types, length, groupings, possible values, etc.) and generating the input and consultation interfaces.

After analysis of all the constraints, Tana Corp proposed the realization of a custom application, based entirely on a Microsoft :
- Microsoft .Net Framework, C# language
- ASP.NET with AJAX
- SQL Server Express 2005
- IIS 6 Web Server
Reasons for the choice
- Microsoft .Net Framework with C#: development platform allowing an excellent cost/delivery time/quality implementation ratio.
- ASP.NET and AJAX: scripting languages allowing the development of WEB interfaces with a high level of ergonomics.
- SQLServer 2005 Express: free, high-performance database server, perfectly adapted to the target data volume.
- IIS 6 Web Server : Microsoft’s Web server for ASP application hosting
Share of pre-existing developments used on which the Supplier has capitalised to complete the project
Libraries of AJAX interface elements already developed internally by Tana Corp.
Challenges and key success factors
- Ergonomics: daily use of the application in a production context, speed of screens and interfaces, validation during input, automatic partial backups.
- Scalability: the forms for creating jobseeker files can be modified at will directly in the application, without requiring any particular computer knowledge.
Business result
Today, the developed application is in production fully fulfilling its role and has had excellent feedback from users, who have appreciated it:
