THESSALIA
The objective of the project is to design, build, put into production, third-party application maintenance, corrective, evolutionary and adaptive of a new portal site for data and localized statistical restitutions, THESSALIE (Thematics and Statistical Sources for Local Analysis of Economic Indicators). This portal is mainly intended for the DIRECCTE (DIrections Régionales des Entreprises, de la Concurrence, de la Consommation, du Travail et de l’Emploi) and their regional partners.

Mission statement
The DIRECCTE (regional directorates for companies, competition, consumption, work and employment) are intended to pool all the resources at the service of companies and employment. Since their creation, the research, statistics and evaluation departments have needed to integrate new data sources. In order to make these services autonomous, the Ministry of Labour wishes to equip them with a working tool that is completely adapted to them: the THESSALIE portal. This portal should replace the version currently in use (CORINTHE V2) and should provide better access to information, easier navigation and easier use and administration.
The project has several phases:
- A realization phase which consists of : Setting up a geographical and cartographic reference system of the administrative or specific territorial entities of France / Study, design and deploy a statistics generation engine based on OLAP cubes. / Develop a web portal allowing users to generate localized statistics in several formats: tables, graphs, maps, thematic sheets, etc. / Provide the administration tools for this portal (access rights, user management, statistical secrecy, etc.).
- A phase of deployment and production and training
- A phase of TMA (Third Party Application Maintenance) which includes : Corrective and adaptive maintenance / Achievement of changes in relation to the initial scope of the project
Organization
For the realization of the project, 6 persons have been allocated :
- 1 project manager, technical and functional manager
- 1 technical architect
- 4 development engineers
- 1 graphic designer
This contract was executed entirely with Tana Corp resources dedicated to the project
Main characteristics of the client
The Ministry of Labour, Employment and Health is made up of approximately 260 sites. It is organized according to a traditional administrative division, with a central administration and decentralized services in the regions and departments.
The DARES (Direction de l’Animation de la Recherche, des Etudes et des Statistiques) provides statistical information and studies relating to employment and vocational training. It is responsible for ensuring, in liaison with INSEE, the regular and reliable production of statistics useful to the Ministry and social actors (social partners, regional councils, public employment service, economic and social press). Through its publications, it makes available to them the results of studies, evaluations and research that they require.
It constitutes a pole of expression and reference in the social debate on questions of work, employment and vocational training.
